This First Conference is sponsored by North Carolina Central University, Zagreb University and Jefferson Lab, November 3-10, 1998 in Dubrovnik, Croatia [1]. The conference will discuss the current physics program of CEBAF at Jefferson Lab and experimental and theoretical developments related to it. Attention will also be given to the extension of the CEBAF experimental program to higher energies.

The Second International Conference on Nuclear and Particle physics with CEBAF at Jefferson Laboratory (NAPP 2003), to be held in Dubrovnik, Croatia [2], 19-24 May, 2003.

The NAPP-2003 Conference is aimed at gathering scientists from various countries and backgrounds to examine the physics that has been already done using CEBAF (Continuous Electron Beam Accelerator Facility) and at the same time discuss the physics that could be done in future by proposed upgraded energies or new detectors.

The polarimeter that we are developing will have an unsurpassed experimental asymmetry of approximately 1.7 for an energy range from a few tens of MeV up to several GeV. The polarimeter is simple in construction, compact, and its costs will be lower than that for polarimeters built according to any other available method.
